The witnesses you refer to in Revelation are not named. Anything we might say would be speculation. Some scholars believe they are Moses and Elijah because they have power to turn water into blood, to strike the earth with plagues and to deal with their enemies by fire.
Again, we really can’t know, but my opinion is that you are correct. I think they are likely the two men that didn't die.
